On July 10, 2015, I went to the DeBary City Hall and paid 15 cents plus tax per page to obtain photocopies of the five candidates applying for the important position of city manager. During the evening of July 10, 2015, I spent about two hours reading and studying the five resumes.
During the afternoon and evening of July 11, 2015, I spoke with three of the candidates by phone. I had three very enjoyable conversations. I did emphasize that I was a former city councilman and that I had no vote in the final selection process and I was only calling as a DeBary resident interested in open, honest, and clean local government.
Of the five final candidates, I found four candidates who had the necessary qualifications that I sought in 2009 when I was on the DeBary Council. The following, listed in alphabetical order, appear to have the necessary qualifications. They are: 1) Mr. Lyndon Bonner of Flagler Beach, Florida, QUALIFIED ; 2) Mr. Michael Czymbor of Fernandia Beach, Florida, QUALIFIED; 3) Mr. Robert Francis, Jr. of Hood River, Oregon, QUALIFIED ; and 4) Mr. Mark Kutney of Wellington, Florida, QUALIFIED.
I did not perform the much more difficult task of rating the four qualified candidates on a scale from 0 to 100 like I did when I was on the council. This is not my job, but it is the job of the five presently elected council members. As a DeBary resident, I expect each council member to talk in depth and even meet separately with each of the five candidates. I expect each council member to cast a fully informed vote, based on their own in depth analysis when the vote is called. There is no area of greater importance than the selection of a new city manager.
